DRRM at a glance….

The Disaster Risk Reduction and Management (DRRM) unit is under the direct supervision of the Regional Executive Director.  Specifically, the DRRM functions are the ff:

  • Facilitate the preparation of the RFO DRR pans and programs, in accordance with the updated Strategic Plan of Action  for Disaster Risk Reduction in  Agriculture and Fisheries (SPA4DRR in A&F)
  • Facilitate the formulation of the RFO contingency plans for emergencies (El Niño and La Niña Contingency Plan), service continuity plans and rehabilitation and recover plans;
  • Network and liaise with various stakeholders, particularly with the farmers and fisherfolk, RDRRM Council, LDRRM Council, etc.;
  • Monitor and report the status of DA RFO’s DRRM plans, programs and projects, and raise DRRM important concerns;
  • Submit on time all required validated information/data related to the DRRM to the Undersecretary for Operations;
  • Facilitate the mobilization of resources for DRRM;
  • Act as a clearinghouse for regional disaster-related information for dissemination;
  • Maintain and strengthen effective DRRM arrangements and capacities in the DA-RFO, including the DRRM facilities; and

As such, a regional DRRM Operations Center (OpCen) Team is also created to support the RED in setting the direction, development and implementation of agriculture and fisheries DRRM programs and projects within the region.

FUNDING

Funds for DRR come from varied sources

General Appropriations Act

  • Allocation for agency regular budget
  • The Quick Response Fund (QRF). A standby fund for relief and recovery programs so that situations and living condition of affected farmers and fisherfolks may be normalized as quickly as possible
  • National Disaster Risk Reduction and  Management Fund (NDRRMF). Access to this fund requires submission of proposal endorsed to the Office of Civil Defense through the Department Secretary.

Donor Funds

  • Funds from local and foreign donor entities can support national and local government DRRM projects / programs
