General Appropriations Act Section 112 & NBC 542 Compliance
Sec. 112. Transparency Seal: To enhance transparency, enforce accountability, and promote systematized access to government information, all agencies of the government shall maintain a Transparency Seal to be posted on their websites. The Transparency Seal, depicted by a pearl shining out of an open shell, is a symbol of a policy shift towards openness in access to government information.

General Appropriations Act • Section 112 Compliance Standard
Agencies shall ensure that the content posted under the Transparency Seal is regularly reviewed, updated, and maintained using internal systems and procedures that support accountability, data integrity, and operational efficiency.
The heads of the agencies and their web administrators or their equivalent shall be responsible for ensuring compliance with this Section. The Department of Budget and Management (DBM) monitors compliance across all national government agencies.
